The Building and Construction Authority (BCA) has introduced the Built Environment Technology and Capability (BETC) grant to support Built Environment (BE) firms in the next phase of industry transformation. This grant encourages firms to develop new capabilities across enterprise, technology, and manpower, fostering a more holistic and long-term transformation journey.
The BETC grant is open for application from 1 April 2025 until 31 March 2030.
Eligibility for the BETC Grant
The BETC grant is open to all BE firms, including developers, main builders, sub-contractors, consultants, prefabricators, and suppliers. To qualify for the BETC grant, eligible firms must meet the following criteria:
Singapore-Registered Business
Be a business entity registered and operating in Singapore.Built Environment Sector Focus
Be a business related to the BE sector.Financial Capability
Be financially capable to start and complete the proposed initiative(s).
Scope of support
The BETC grant supports BE firms in developing capabilities across three key areas:
Developing New Enterprise Capabilities
Includes initiatives, such as lean construction and collaborative contracting.Increasing Adoption of Advanced Technologies
Focuses on technologies like digital solutions*, robotics and automation; and/orBuilding Manpower Capabilities Strategically
Supports innovative sourcing methods for higher-skilled workers, job and process redesign, and specialised training.
*Note: Digital solutions specifically refer to BE sector-focused Integrated Digital Delivery (IDD) use cases and the BE Industry Digital Plan categories.
Applicants are required to demonstrate how they plan to implement and sustain these new capabilities beyond just an individual project. This includes outlining how the capabilities align with the company's longer-term goals, driving continuous improvement, and facilitating knowledge transfer for subsequent projects. The capabilities and transformation outcomes should surpass relevant current industry standards.
Funding support
The BETC grant provides funding support for qualifying costs, which may include equipment, software, materials, consultancy, and professional services. The level of funding support for each application will be evaluated by BCA based on:
The expected transformation outcomes relative to relevant current industry standards.
The level of innovation in the proposed initiatives.
The investment costs of the proposed initiatives.
Please note that all proposed initiatives should be implemented in Singapore.
Funding Tiers Based on Application Period:
The funding support varies depending on the application submission date:
For applications submitted from 1 April 2025 to 31 March 2027:
SMEs: Up to 70% of the qualifying cost
Non-SMEs: Up to 50% of the qualifying cost
For applications submitted from 1 April 2027 to 31 March 2030:
SMEs: Up to 50% of the qualifying cost
Non-SMEs: Up to 30% of the qualifying cost
Note: An SME is defined as a company with a group annual sales turnover not exceeding S$100 million OR a group employment size not exceeding 200 employees.
Expected project outcomes
Firms leveraging the BETC grant are expected to achieve specific project outcomes, which may include:

Increase in professionals, managers, executives, and technicians (PMETs) upskilled through curated specialised courses/in-house training academy supported by the BETC. |
The specific project outcomes required will depend on the scope of the initiative(s) for which funding is sought. Firms must meet at least one of these four project outcomes and may be required to meet more than one based on their proposed initiative(s).

To apply for the BETC grant, log in to the Business Grants Portal (BGP) with your Corppass. If you do not have an account, you can refer to the guide on the Corppass website to sign up
Important Application Notes:
Third-party companies are not permitted to apply for or manage the grant on behalf of the applicant.
The applicant must not have commenced work, made any payments to a third-party, and/or signed a contractual agreement with a third party for the proposed initiative(s) before submitting the application.
The submission of an application does not automatically guarantee funding. All applications are subject to evaluation and approval. Applicants may be required to submit additional supporting documents to facilitate the evaluation process.
