Upgrading pathways for construction Work Permit Holders (WPHs)
Investing in a highly-skilled Work Permit workforce drives greater productivity and ensures projects are delivered efficiently. Firms can also maintain a lean and effective workforce, reducing their reliance on foreign manpower whilst building stronger local capabilities.
To raise the quality and productivity of the construction workforce, the Ministry of Manpower (MOM) requires all construction firms to have at least 10% of their WPHs qualified as "Higher Skilled" R1 workers.
Four pathways for worker upgrading
There are four pathways for firms to upgrade their "Basic Skilled" R2 WPHs to "Higher Skilled" R1 workers:
Registration scheme for experienced workers in key construction trades
Minimum 4 years of experience required
Skills assessment by BCA required
For workers with multiple trade certifications
4-6 years of construction experience required
Certification in 2 or more trade skills required
For workers passing SEC(K) at Direct R1 higher skills standards
Minimum fixed monthly salary of $1,600 required
No minimum experience requirement
Market-Based Skills Recognition Framework
For experienced workers with proven capabilities
Minimum 6 years of construction experience in Singapore
Minimum fixed monthly salary of $1,600 required

Continuing Education and Training (CET) requirements
Personnel registered under the CoreTrade, Multi-Skilling and Direct R1 schemes are required to attend Continuing Education and Training (CET) courses under their respective registered trade category in order to renew their registration or their R1 eligibility.
Key CET details
Registration validity: 2 years for CoreTrade, Multi-Skilling and Direct R1 schemes
Renewal requirement: Workers must attend CET in their registered trade to renew
Course format: Half-day course covering latest codes and regulations, good practices, and demonstration of new methods, materials, tools and equipment
Training locations: Available at BCA Academy and BCA Approved Training and Testing Centres (ATTCs)
