What is the Price Quality Method (PQM) Framework?
The Price Quality Method (PQM) is a structured evaluation framework for selecting contractors for public sector construction tenders, to ensure that construction tenders are awarded to contractors based on the best combined scores from price and quality attributes. This framework optimises value-for-money whilst maintaining high standards of tender evaluation across Singapore's public sector construction projects.
The PQM assesses construction tenders based on both price and non-price (quality) attributes. Rather than selecting contractors solely on the lowest price, PQM provides a mechanism to compute both the scores for price and quality attributes of a contractor’s bid. In general, the bid receiving the highest combined price and quality score will be awarded the tender.
To allow contractors to improve their future tender performance, tenderers can submit a request in writing to the Government agency publishing the tender for a feedback session regarding their individual tender performance after the tender award.
When to use PQM?
PQM applies to all public sector construction tenders under BCA Construction Workheads (CW01 General Building & CW02 Civil Engineering) with an Estimated Construction Cost (without contingency sum) of $3 million and above.
Evaluation weightages
The PQM evaluation combines price and quality with flexible weightages based on project complexity and requirements:

Examples of quality attributes
Depending on the requirements as necessary for particular projects, the Quality score evaluation attributes may comprise the following criteria (not exhaustive):
Past performance in previous projects, e.g. based on timeliness and quality
Safety performance e.g. based on MOM Safety Demerit Point System
Environmental sustainability attributes
Relevant track records in terms of completed past projects
Experience of key project team members
Project-specific proposals including work methods and resources
Integrated Planning & Design (IPD) capabilities
Advanced Manufacturing & Assembly (AMA) implementation
