What registration is required for FM service providers?
FM01 workhead registration
All FM companies providing integrated facilities management (IFM) or managing agent (MA) services for public sector projects must be registered under the appropriate workhead in BCA's Facilities Management (FM) Registry- specifically the FM01 workhead, to participate in government FM tenders.

Understanding Integrated Facilities Management (IFM)
Integrated Facilities Management refers to the provision of at least two distinct FM services by the same company. The service provider may either deliver the services directly or outsource and centrally manage the services.
The six distinct FM service categories are:
Building maintenance services
Mechanical & electrical maintenance services
Security services
Cleaning services
Landscape services
Pest control
Companies seeking to provide individual maintenance services (rather than integrated services) should refer to the Facilities Management Registry, which covers FM02 (Housekeeping & Cleansing), FM03 (Landscaping), and FM04 (Pest Control) workheads.

NEC4 Facilities Management Contract (FMC)
The NEC42 Facilities Management Contract (FMC) is a collaborative form of contract that facilitates and encourages good management of risks through mutual trust and cooperation of project parties.
2 NEC is a division under Thomas Telford Ltd, the commercial arm of the Institution of Civil Engineers (ICE), the owner and developer of NEC suite of contracts. NEC4 contract is the latest edition of a suite of collaborative contracts for construction and facilities management projects. Y(SG) clauses - Aligns NEC4 FMC with Singapore’s laws
W clauses (1st edition Aug 2025) - Dispute resolution options incorporating local dispute resolution protocols and practices
Z clauses (1st edition Aug 2025) - Additional conditions of contract for project-specific requirements. A base set of Z clauses is developed which takes into consideration public sector procurement requirements and local practices
Amendment to Contract Data (1st edition Aug 2025) - Amendments to Contract Data template for use in conjunction with the Y, W and Z clauses
