Public Sector Panels of Consultants (PSPC)

The Public Sector Panels of Consultants (PSPC) is the listing of consultancy firms eligible to tender for consultancy services for public sector construction projects in Singapore. PSPC should be adopted with Quality Fee Method (QFM) framework for the procurement of consultancy services for public sector construction projects in Singapore.
Understanding how PSPC works
There are five key disciplines of consultancy firms under PSPC:
Architectural (AR)
Civil/Structural (CS)
Mechanical/Electrical (ME)
Quantity Surveying (QS)
Project Management (PM)
Each discipline is subdivided into four panels (Panel 1 to Panel 4). Firms may apply for listing across multiple disciplines but can only be listed on one panel per discipline.

Qualifying criteria
Consultancy firms must meet specific requirements to demonstrate that they possess the necessary resources, and track record for quality consultancy services. Check the PSPC Terms of Listing [PDF, 290 KB] and PSPC Listing Criteria [PDF, 243 KB] for the full requirements.
Collaborative bidding
Firms listed in PSPC may pool their resources to be eligible for specific consultancy tenders beyond the tendering limits of their currently listed panels. For example, for a tender which is open to Panel 1 firms, firms from Panel 2 to 4 may form a consortium and submit a joint bid, provided that the consortium can collectively meet all qualifying criteria for Panel 1.
The consortium should submit a request for verification of eligibility [PDF, 87.4 KB] to BCA at least five working days before Expression of Interest (EOI) closing. Firms can refer to the collaborative bidding guidelines [PDF, 426 KB] to verify their eligibility. Verified consortia will only be eligible to tender for the specific tender in which they have been qualified. Understanding the application process

Apply for PSPC listing through the PSPC e-Submission System. This system allows applicants to submit applications, track application status, and view the firm’s Consultants' Performance Appraisal System (CPAS) score.
Registration operates on an annual cycle:
Listing period: 1 April to 31 March each year
Renewal exercise: 1 January to 15 March each year
Firms must renew during the designated period to maintain PSPC listing status.

Step 1: Pre-application preparation

Review the Appendix B List of Recognised QS-related Degrees [PDF, 109 KB] for Quantity Surveying (QS) Discipline.
Step 2: Document preparation
PSPC applications require specific documentation based on discipline and panel level:
Panels 1-3 (All Disciplines): Company Track Record Form
QS and PM Disciplines: Personnel Track Record Form
QS Discipline: Declaration Form for PSPC-recognised QS
Step 3: Creating online submission via eBACS
Complete application via PSPC e-Submission System.
Monitor application status through the online system.
Processing Time
Public Sector Panels of Consultants applications will be processed within 14 working days upon submission of complete documents.
