NEC4 contract

The NEC4 contract is a collaborative contract form that originated in the United Kingdom and has been successfully adopted in multiple jurisdictions. BCA officially launched the additional clauses for use with the NEC4 contract for construction and engineering projects in Singapore on 29 April 2024. This launch represents a significant milestone in promoting collaborative contracting within Singapore's Built Environment sector. Subsequently, BCA launched NEC4 contract for facilities management projects in Singapore on 15 August 2025.
NEC4 contract is designed to facilitate and encourage good management of risks through mutual trust and cooperation of project parties, making it particularly suitable for complex projects requiring close stakeholder coordination. It is drafted around three principal objectives:

Localised Clauses for use in Singapore’s NEC4 contracts
As the NEC4 is a standard contract form used internationally, additional clauses are developed to better support the implementation of NEC4 pilot projects in Singapore.
Y(SG) Clauses – Legal alignment: These clauses modify the standard NEC4 contract to align with Singapore laws, including the Building and Construction Industry Security of Payment Act (SOPA), where applicable and other relevant legislation. They ensure the contract operates effectively within the local legal framework.
W Clauses – Dispute resolution options: Dispute resolution procedures that incorporate Singapore's local practices and protocols. These clauses provide structured protocols for resolving disagreements.
Z Clauses – Additional conditions: Contract terms for project-specific requirements. These are tailored specifically for Singapore public sector procurement requirements and local practices. For example, Progressive Wage Mark requirements and suitable project response timelines.
