The Standard Consultancy Agreement (SCA) provides a standardised contract form for all public sector construction-related consultancy services in Singapore. By using consistent contract terms across projects, the SCA establishes common terms and conditions across the five consultancy disciplines of architectural, civil and structural engineering, mechanical and electrical engineering, quantity surveying and project management services.
Background and intent
The SCA aims to introduce a common contract form for public sector construction-related consultancy services. The use of standardised contract terms for public sector consultancy services provides a common understanding of contractual obligations and liabilities and reduces the need for extensive contract negotiations on each project. It also allows progressive contractual practices such as fairer allocation of risks between contract parties to be introduced in public sector consultancy contracts.
The agreement applies to the following five consultancy disciplines:
Architectural (AR)
Civil & Structural Engineering (CS)
Mechanical & Electrical Engineering (ME)
Quantity Surveying (QS)
Project Management (PM)
