Government Land Sales (GLS) programme
The Government Land Sales (GLS) programme plays a pivotal role in advancing Design for Manufacturing and Assembly (DfMA) technologies adoption, Integrated Digital Delivery (IDD), and innovation.

Driving Construction Productivity
Sites under the GLS programme are required to meet productivity requirements, including the adoption of:
High prefabrication levels and DfMA technologies across all disciplines of work - Examples include Prefabricated Prefinished Volumetric Construction (PPVC), Advanced Precast Concrete System (APCS), Prefabricated Mechanical Electrical and Plumbing (MEP) System
IDD - To improve productivity and collaboration across the design, fabrication, construction and asset management stages of the building lifecycle, BCA has identified 19 IDD essential use cases for industry’s reference. All GLS sites are required to demonstrate a minimum of 5 IDD use cases through an IDD implementation plan.
Besides productivity, there are other sustainability and quality-related requirements:
Construction Quality Assessment System (CONQUAS) - For GLS developments
BCA Quality Mark for Good Workmanship Scheme – For GLS sites with residential component
To foster innovation, selected GLS sites are specified with outcome-based productivity requirements, allowing flexibility to adopt alternative technologies and construction methodologies that yield high productivity outcomes. These sites are required to submit a Productivity Concept Implementation Plan (PCIP) to demonstrate the achievement of the productivity outcomes.
