BCA’s Aggregate Terminal related applications

What are BCA's Aggregate Terminal facilities?
The Building and Construction Authority (BCA) serves as the appointed managing agent for Singapore's Pulau Punggol Aggregate Terminal (PPAT). BCA provides essential infrastructure for the construction industry's aggregate import and storage needs. PPAT also offers storage plots to stock aggregates that are subjected to isolation under the test requirements of the Importers' Licensing Scheme.
BCA Licensed Importers who wish to import essential construction materials may use the Aggregate Terminal for the mooring and berthing of barges and vessels for the unloading of aggregates. They may also lease a plot of land as “Tenant” (also known as “Plot User”) to store their imported materials (see item 5a for more details).
Available facilities at PPAT
1. e-Landing permit system
The e-Landing Permit System is a digital platform for licensed importers to request permission for berthing of barges and mooring of bulk carriers at PPAT. Users can also view the booking schedule for the Mooring Facilities (see item 3 for more details on the Mooring Facilities).
2. Leasing of Storage Area for isolation
Licensed importers with aggregates requiring isolation for testing can lease storage areas (“ISP”) i.e. Isolation plots, over a period of minimally 4 weeks.

Importers may submit through FormSG at Isolation Sub-Plots (ISP) Application.
3. Mooring facilities
PPAT's mooring facilities can accommodate bulk carriers for the unloading of essential construction materials.
How to submit
Importers may check the availability of the mooring facility under the e-Landing Permit System (eLPS) and submit through FormSG not more than 2 months before the bulk carrier’s intended arrival.
4. Application for use of berthing facilities (non-storage plot user applications)
Licensed Importers that do not lease any storage plot at the BCA Aggregate Terminal but wish to import aggregates through the BCA Aggregate Terminal, will have to apply as a Non-Tenant also known as Non-Storage Plot User (“NSPU”).
How to submit
Importers may submit through FormSG at least 3 working days before the estimated time of arrival (ETA) of the vessel.
5a. Reserve list for PPAT storage plots
To apply for aggregate storage plots, you must have a valid licence under section 31B of the Building and Construction Authority Act to import essential construction materials, i.e., sand and granite. List of available PPAT Storage Plots can be found in this document [PDF, 29.7 KB].
5b. Reserve list for Ready-Mix Concrete (RMC) plants
To apply for RMC plots, you must be registered with BCA’s Contractors Registration System (CRS) under SY01B, CW01 or CW02. If you are able to show proof of application of registration at the point of tender submission, your application shall be considered too. For RMC Batching Plant Plots, the Committed Monthly Rental does not include the BCA Monthly Administration Fee.
