Quality Mark
The BCA Quality Mark (QM) for Good Workmanship was launched on 1 July 2002. Its purpose is to encourage developers to consistently deliver quality homes, aligning with homeowners' rising expectations for better construction workmanship.

Under this scheme, BCA assesses every unit of newly completed private residential projects. A QM certificate is issued to the project with a listing of individual apartment units that achieve a score of at least 851 out of 100 points (a minimum CONQUAS score for internal finishes). Crucially, these units must also be free from major defects and water seepage in the toilets/bathrooms and windows. The QM certifies the condition of the apartment unit at the time of inspection.

Applicability
The BCA Quality Mark (QM) scheme, while promoting overall construction quality, has specific requirements for its adoption. The following points detail when QM is required:
QM is required for residential sites or the residential component of mixed developments sold on or after 30 June 2022 under the Government Land Sales (GLS) Programme.
QM also serves as an Industry Transformation Map (ITM) outcome requirement for projects that have applied for the Built Environment (BE) Transformation Gross Floor Area (BE Transformation GFA) Incentive Scheme.
Beyond the above, QM adoption is voluntary.
Assessment
The BCA Quality Mark (QM) assessment is designed to objectively evaluate the workmanship quality of residential units. It employs a standardised methodology to ensure consistency and fairness in its evaluations. The following details outline the criteria, scope, and procedures involved in the QM assessment:
Assessment Criteria
Units will be assessed based on the construction workmanship standards set out in the manual, "CONQUAS: The BCA Construction Quality Assessment System". A combination of visual assessment and measurement by tools will be used to verify compliance to tolerances and CONQUAS standards.
Scope of Assessment
The scope of assessment will be the construction workmanship standards of the internal finishes of the following 6 architectural elements:
Floor
Internal wall
Ceiling
Door
Window
Components - fixtures such as wardrobe, kitchen cabinet, vanity top, mirror, bathtub, water closet, shower screen and basin
The assessment covers all locations within the units (bedrooms, bathrooms, kitchen, living & dining rooms, utility yard, balcony, private enclosed space, where applicable). In addition, it includes a water ponding test for bathrooms/toilets within the dwelling units.
While water-tightness tests on windows are optional, their conduct, if carried out, will be reflected in the Quality Mark. It is important to note that the assessment does not cover the quality of materials, design issues, or aesthetic preferences.
Re-scoring
Developers or builders may request reassessment for units that initially fail to meet the stipulated QM score. However, all defects must be rectified before re-scoring can take place.
QM Tiered Rating System
The Tiered Rating System recognises developers and builders who achieve quality excellence beyond the minimum requirements. Performance criteria for awarding "Star," "Excellent," and "Merit" ratings are as follows:

Note:
I. Wet area waterponding test passing rate = number of residential units meeting the QM wet area waterponding test requirement/total number of residential units in a project.
II. A unit is deemed to have met the wet area waterponding test requirement only if all toilets/bathrooms within the unit and roofs/wet areas located directly above the unit clear the initial wet area waterponding tests.
III. A Project’s QM tiered rating may be downgraded under the QM moderation framework if valid complaint(s) on major workmanship defects are received by BCA (e.g., window/wall seepage, interfloor leakages, functionally deficient doors/windows, etc.).
How to Apply
Read and understand the Guide on Quality Mark Scheme (22 May 2025) to apply for Quality Mark. Once ready, applicants can submit a completed Quality Mark for Good Workmanship application form to BCA. Applicants are advised to apply only after their CONQUAS application for the project has been approved.
