Mandatory Energy Improvement (MEI) Regime

Background
The Mandatory Energy Improvement (MEI) regime was introduced through amendments to the Building Control Act on 10 Sep 2024 to support Singapore's move towards a low-carbon built environment. This regime aims to help building owners enhance their energy performance and reduce operational costs, while contributing to our national commitment to achieve net-zero emissions by 2050.
Applicability
The MEI regime will apply to energy-intensive buildings with a Gross Floor Area (GFA) of 5,000 m² or more. This includes:
Commercial buildings (offices, hotels, retail buildings)
Healthcare facilities
Institutional buildings (educational, civic, community, and cultural institutions)
Sports and recreation centres
Mixed development comprising of the above
Key Requirements
Under the MEI regime in Building Control (Amendment) Act 2024 gazetted on 11 Oct 2024, building owners of energy-intensive buildings must:
Engage a qualified professional (“Specified Individual”)* within 90 days to conduct an energy audit of the building and its systems
Appointed Specified Individual need to develop an Energy Efficiency Improvement Plan (EEIP) with proposed measures to reduce energy consumption. The completed audit report (which includes the EEIP) must be submitted to BCA within 1 year from the issuance of the MEI audit notice.
Implement measures within 3 years from EEIP submission date to reduce the building’s energy consumption by 10% from the average EUI from the past 3 years of the notice.
Maintain the improved energy performance over a period of one year from completion submission date and submit a maintenance report within 3 months after the last day of the maintenance period.
These steps are designed to enhance energy efficiency and contribute to Singapore's sustainability goals.
*Specified Individual refers to BCA-registered Energy Auditor (EA) [PDF, 202 KB] or Professional Engineer (Mechanical) [Select “Mechanical” under “Branch of Engineering”].
